KYIV (Reuters) -Russia carried out its second big attack on Ukraine's energy infrastructure this month on Thursday, with national and local officials reporting blasts and emergency power cuts across the country effecting hundreds of thousands of people. "Energy infrastructure is once again targeted by the enemy's massive strike," Ukrainian Energy Minister German Galushchenko wrote on Facebook. Ukraine's national grid operator Ukrenergo introduced emergency power cuts amid the attack, Galushchenko said.

Heidelberg Materials buys U.S. firm Giant Cement for $600 million

Heidelberg Materials has struck a deal to buy U.S. company Giant Cement Holding and its subsidiaries for $600 million, it said on Thursday, the latest acquisition by the German company to expand its foothold in the United States. The transaction, to be completed in the first quarter of 2025, is expected to contribute around $60 million in earnings before interest, taxes, depreciation and amortization (EBITDA) in the first year of operation, "before significant additional synergies", Heidelberg said in a statement. "The acquisition ... will further strengthen our cementitious footprint in the growing Southeastern US and New England markets," said Chris Ward, CEO of Heidelberg Materials North America.

Judge may order federal takeover of NY's notorious Rikers jail

STORY: A U.S. judge on Wednesday said she is considering ordering a federal takeover of New York City's Rikers Island jail after finding the city failed to improve violent conditions that put inmates and staff at risk.Chief U.S. District Judge Laura Taylor Swain in Manhattan said the city and its Department of Correction were in contempt of 18 provisions of court orders which were meant to reduce the use of excessive force and improve staff supervision.The case stems from a 2012 lawsuit alleging constitutional rights violations at the jail, brought on behalf of Rikers inmates.Despite a 2015 agreement for federal monitoring, Swain, in a 65-page opinion, noted daily threats and harm faced by inmates and staff at the prison. She said violence, self-harm and deaths had all become more frequent since 2015. Incidents involving the use of force rose by about 45% from 2016 to 2023 and since 2022, 33 people have died in custody.Swain said she could appoint someone answerable to her to oversee safety at Rikers. The judge gave the city, the plaintiffs and the U.S. Attorney's office until January 14 to propose a plan for the potential oversight arrangement.In a statement, the city said it had made progress, and would continue working with the federal monitor to improve safety.

Nornickel sees new technologies sustaining China's palladium demand

Russian metals giant Nornickel believes that new technologies it is developing, including for the synthesis of hydrogen, will create demand for palladium in China equal to up to 15% of current consumption, a top executive told Reuters. Demand from makers of internal combustion engine (ICE) vehicles who use palladium in exhaust pipes to neutralise emissions - which accounts for 80% of the metal's global use - is set to shrink due to the rise of electric vehicles. Nornickel, the world's largest palladium producer, estimates that traditional demand from China, the largest consumer of the metal, will fall by 29% to 47 tons by 2030 because the country will be making fewer ICE vehicles.
